The Phases of Disaster Recovery: Cope, Adapt, Innovate
Posted on December 03, 2025 by Kiarra Louis, Leadership Support Manager with The Patterson FoundationThe Patterson Foundation understands that the recovery process following a disaster or unexpected challenge includes three distinct phases: Cope → Adapt → Innovate. What do those three words mean, and how will they show up at the 2026 CERT Summit: Rising Resilience, Ready Together on Thursday, January 29, 2026?
Following a disaster or unexpected challenge, we first cope or focus on ensuring our safety and addressing the immediate needs essential to survival. Getting accustomed to living with the situation, we adapt by adopting new systems and methods to create stability. Using imagination combined with a possibility mindset, we innovate and discover fresh ways to live, work, and play.
Innovation in Action at the 2026 CERT Summit
The 2026 CERT Summit will focus on the third element of the cope, adapt, and innovate cycle, specifically through the lens of resilience. As we prepare to gather on January 29, 2026, we’re embracing the mindset that has carried communities through countless storms: we cope to survive, adapt to stabilize, and innovate to thrive.
When we face challenges, creativity helps us see not just what’s broken but also what’s possible. Innovation is the bridge between reacting to disaster and reimagining what recovery can look like.
At the 2026 CERT Summit: Rising Resilience, Ready Together, we’ll explore how imagination and practical problem-solving can strengthen our shared capacity to prepare, respond, and recover together.
Whether it’s a new way to communicate, organize volunteers, or prepare our neighborhoods, innovation helps us build systems that bend but don’t break. The more creative and connected we are, the more resilient our communities become.
