Building Civic Culture in North River Manatee County

Posted on May 20, 2026 by The Patterson Foundation
The North River area of Manatee County, which includes Ellenton, Palmetto, Parrish and Rubonia, is one of Florida’s fastest-growing regions. This rapid growth creates a significant opportunity for the community to strengthen its civic culture – how people, organizations, and leaders work together to get things done – and shape its future together.

To catalyze this community-led change throughout the region, Bishop-Parker Foundation, The Patterson Foundation, and The Harwood Institute for Public Innovation created the North River Manatee County Initiative. This initiative is designed to address specific issues that matter to people while strengthening North River’s civic culture to foster an environment where people, organizations, and leaders work together in new ways.

The initiative is guiding the community through two phases: a research and an engagement phase. Following these phases will be two years of action and collaboration. This past weekend, the research phase concluded, culminating in a presentation of a community report by Rich Harwood, the president and founder of The Harwood Institute, and a robust discussion of learnings from the report, implications for moving forward, and next steps for the community.

Over a six-month period, The Harwood Institute undertook a series of conversations with residents from different areas of North River Manatee County, as well as in-depth interviews with community leaders, including elected officials and leaders from nonprofits, neighborhoods, education, religious institutions, healthcare, business, and other areas. This report, Growing Together in North River Manatee County, identifies strengths to build on and opportunities for evolution moving forward.

Key issues identified during these conversations included:
  • Public transportation and traffic
  • Infrastructure such as roads, sidewalks, utilities, and water treatment
  • Housing availability and affordability
  • And the cost of living for the area
The community also voiced a need for:
  • A stronger sense of community
  • Spaces for healthy, productive community discussion
  • More leaders of all types who are turned outward
  • And more shared action to be taken

Browse the report to understand the current state of North River Manatee County and how residents can work together to strengthen their community.

This report is not intended to be a scorecard on the community; nor does it prescribe specific solutions for moving forward. Instead, it is intended for the community to better understand how people across North River Manatee County see and experience life in the community, and to offer key areas for strengthening civic culture so the community itself can come together to determine how best to move forward.

This report is only the beginning. Ten additional roundtables were held this week with various sectors including education, government, faith, business, and nonprofits. Each one of these roundtables had a robust conversation and participants were eager to continue to be involved in the upcoming Public innovator Lab scheduled for late July. Later in 2026, The Harwood Institute will partner with both foundations to launch a multi-year initiative to engage community leaders and residents who wish to develop new ways to work together to address local challenges.
